I hate to be the bearer of bad news but your tattoo artist (I use this term lightly here) went too deep and the pigment is migrating into your subcutanious (soft tissue), I highly doubt this would have been done in a professional shop but if it was I would take action because you are scarred for life. That is not blue pigment but a dispursion of black pigment, think of it as drawing with a black marker on wet paper, the lines do not stay clean and crisp they bleed out or migrate. I'm sorry to break this to you and I truly mean no harm but someone needs to tell you the truth.
