The procedure of getting permanent cosmetics is just like getting a tattoo.  Topical anesthetics are used to produce a numbing effect, and then a vibrating needle is used to insert the ink into the dermis, creating a makeup tattoo.  The entire procedure takes about an hour or two, which is not a lot of time to spend when you think of how much time you will be saving every morning when you no longer have to apply makeup.
